Theresa Ramos is a seasoned criminal justice professional with over 20 years of experience across both public and private sectors, specializing in gang intelligence & violent crime investigations for the last decade, and strategic interagency collaboration. She began her public service career in 2004 with the Bronx District Attorney’s Office, where she later returned in 2018 and served as the principal supervising intelligence analyst, helping to establish the office’s first intelligence hub alongside her former bureau chief. She went on to hold leadership roles at the NYC Department of Correction, including Director of the Correction Intelligence Bureau and Director to the Senior Deputy Commissioner overseeing 85% of Rikers Island and its facilities.

Over the course of her career, she has contributed to countless homicide and violent crimes investigations and was deemed an expert witness on data in a New York State homicide trial. Her career also includes investigative and public safety roles across city and federal agencies.

Theresa holds a Master’s degree in Public Administration from John Jay College of Criminal Justice, with a focus in Investigation, Inspection, and Oversight. She was the sole lead supervising analyst in one of New York City’s most high-profile gang homicide cases in recent decades— the murder of teenager Lesandro "Junior" Guzman-Feliz by the notorious Trinitarios gang — and has spearheaded major initiatives involving gang interdiction, contraband investigations, and criminal intelligence strategy on Rikers Island.
